Put a limit for sample posting

Can you limit the samples per hour posted by 1 person, who spams the whole hour. At least put a specific limit per hour or if the certain amount of posts , lingering amount , imagine 1 person posting 100 samples per hour, no else gets a chance to be looked at.

I had already requested with for example a limit of 10 post per 12h for unresolved requests.
