Admins' rights modification

I'd like to ask that admins not be able to confirm pending proposals arbitrarily in the future,
only at the request of the user who made the proposal.

I, personally, don't like unexpected and unreasonably executed confirmations.
In addition, sometimes there are requests that are waiting for a response from the requester
because not the matching version is proposed.

Please consider my suggestion.
